As the Cheka-OGPU learned, on July 23, military investigators opened a criminal case against the former head of the “Construction Administration for the Central Military District” branch of the Military Construction Company PPC, S.A. Sukhov, and his former deputy, D.E. Sergel. and director of LLC “Special Construction Technologies” Kravchenko P.A. on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation.

It has been established that in 2021 the Russian Ministry of Defense
a government contract was concluded with PPK VSK for the overhaul of a military hospital in Perm.
Subsequently, PPK VSK attracted a number of commercial enterprises as contractors, which, in turn, attracted Special Construction Technologies LLC to the work. In 2022-2023 funds in the amount of about 200 million rubles were transferred to the account of Special Construction Technologies LLC as an advance from PPK VSK through contractors.

After the receipt of funds, Kravchenko P.A., acting in conspiracy with Sukhov S.A. and Sergel D.E., creating the appearance of involving affiliated individual entrepreneurs in repair work, ensured the withdrawal of funds and their cashing out. At the same time, construction and installation work was not actually carried out, and construction materials were not supplied to the hospital.
