– a school in Pokrov for 1,100 places (deadline August 31, 2023, still not completed);
– a school in the Saltanikha microdistrict of the city of Kovrov for 1,100 places (deadline – August 2022, still not completed);
– school building No. 9 in Vyazniki for 500 places (commission date August 2023, still not delivered);
– school building No. 15 in Gus-Khrustalny for 350 places (deadline – June 30, 2023, has not yet been completed, and even the contract has been terminated);
– a school for 1,100 places in the Snovitsy-Verizino microdistrict of the city of Vladimir (should be completed by September 2024, but the authorities have already admitted that they will not build it this year);
– a school in Suzdal for 1,200 places (should be completed in 2024, but is already at least 3 months behind schedule); 
Speaking about schools, it is also worth adding problems outside of national projects:
1) Avdeev’s promise to “put the squeeze” on the Monostroy group of companies, whose responsibilities included the construction of a school in the Yuryevets microdistrict of Vladimir as part of the complex development of the territory. The loud words of United Russia member Avdeev turned out to be just another empty sound.
2) initiation, at the direction of the Chairman of the Investigative Committee of Russia, Alexander Bastrykin, of a criminal case due to the closure of school No. 37 in the village of Balakirevo, Aleksandrovsky district. Despite the fact that a tender was held to repair the building and a contractor was selected, the repair work was not completed.
Health care institutions:
– Children’s district clinic in Kolchugino (completion date – 2024, but in April 2024 the prosecutor’s office stated that only 10% of the work was completed during the year of construction);
– clinic in Suzdal (commission date – end of 2024, but it is already obvious that the object will not be delivered on time);
– clinic in Sobinka (deadline – December 2024, but in May it became clear that the clinic would not be commissioned this year);
– Infectious diseases hospital of the Regional Clinical Hospital (planned to be completed by the end of the year, although initially they were supposed to open during the coronavirus pandemic in 2020);
– a clinic in the village of Melekhovo, Kovrov district (commission date – end of 2022, but the facility after reconstruction was opened only at the beginning of 2024);
– a clinic in the city of Strunino, Aleksandrovsky district (commission date – September 2022, the facility was completed only in September 2023);
Cultural institutions:
– a recreation center in the village of Lipna, Petushinsky district (commission date – December 2021, but the object was commissioned only in December 2023);
– Center for Cultural Development in Vyazniki (deadline – July 1, 2024, Today is the reporting date, but the object has not been delivered yet. In March, the prosecutor’s office found out that during the year of construction work, the overall readiness of the facility was about 39%, and according to the certificates of completed work, the readiness was even less – 15%);
– House of Culture in the village of Novy, Kovrovsky district (the facility was not only overdue, but also not completed, although the contractor was paid. The prosecutor’s office opened a criminal case);
– House of Culture in the village of Galitsy, Gorokhovets district (should have been completed at the end of 2023, but not only has the facility not been completed yet, but the contract also does not specify a completion date, making it impossible to hold the contractor accountable).
Here it is appropriate to add the problem with the opening of the Vladimir Drama Theater, which is being restored after the fire of 2020, although not according to the national project, but with federal funds (the completion date for the reconstruction is the end of 2023 (Vice Governor Volodenka Kuimov even promised to arrange blue lights there before the New Year holidays), But the theater has not yet been commissionedand will not be delivered even in September).
After prosecutorial inspections in the implementation of all 12 national projects in the Vladimir region in 2023 more than a thousand violations were identified and excited 16 criminal cases.
