According to the leadership of the Investigative Committee, assigning separate rooms in detention centers to department investigators will affect the observance of reasonable time frames for investigations. Reformers from the Investigative Committee also plan to expand the functionality of the FSIN-Visit service service so that investigators have more rights to make an extraordinary recording and transfer a queue from one official to another (that is, between their own).
“But for some reason, no one has thought of increasing the number of these same offices, into which, in addition to investigators from the Investigative Committee, their colleagues from the Ministry of Internal Affairs and lawyers regularly crowd in queues. Probably because this is impossible in the harsh realities of the system, and people will continue to wait for months for defenders, and for years to wait for the completion of the investigation,” believes the interlocutor of the Cheka-OGPU.
Another initiative that is being developed within the TFR also looks vague. We are talking about the practice of remotely familiarizing defendants with the materials of a criminal case through electronic books. So far, this good intention, which in theory should save both time and paper, looks fantastic. Since inevitably this issue will come up against the budget of the Federal Penitentiary Service and the need to organize proper training for employees of detention centers.
