The source spoke about the initiation by military investigators of a criminal case against officials of the branch “Construction Directorate for the Central Military District” (hereinafter referred to as the branch “SU for the Central Military District”) on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (theft by fraud).
From the resolution to initiate a criminal case, it can be seen that in 2021, a state contract was concluded between the Russian Ministry of Defense and the Public Law Company “Military Construction Company” (hereinafter referred to as PPK “VSK”) to carry out major repairs of a monument of urban planning and architecture of regional significance “House of Military Presence”, located in Perm (territory of a military hospital). 
To implement the concluded government contract, PPK “VSK” attracted LLC “RSK “Gerfest” and LLC “SK “Kronos” to carry out the planned repair work as co-executors, who, in turn, in fulfillment of contractual obligations and not wanting to carry out construction and installation work on their own We recruited Special Construction Technologies LLC as a subcontractor (hereinafter referred to as
LLC “STS”).
Subsequently, from the summer of 2022 to October 2023, from the accounts of RSK Gerfest LLC and IC Kronos LLC to a personal account
STS LLC transferred funds in the amount of more than 200,000,000 rubles as an advance.
The specified amount of funds, in agreement with the officials of the SU branch of the Central Military District, was transferred by STS LLC to the settlement accounts of various entities under the appearance of involving them in the performance of work, with subsequent cashing out and use at its own discretion, but not in fulfillment of its obligations for major repairs of the above facility. At the same time, the transfer of funds was made on the basis of fictitious primary accounting documents.
In order to conceal the unlawful expenditure of budgetary funds during the performance of construction and installation work at the above-mentioned facility, officials of the branch of the SU for Central Military District organized the production of part of the work not completed by STS LLC by other subcontractors involved in the repairs without proper formalization of contractual relations with payment previously withdrawn from -under treasury support with funds.
As a result of these actions of the Russian Ministry of Defense, damage amounting to more than 200,000,000 rubles was caused.
Also, at present, military investigators are establishing the facts of the transfer of bribes to officials of the “Construction Directorate for the Central Military District” branch of the Russian Ministry of Defense for assistance in the illegal withdrawal and disposal of budget funds by representatives of involved commercial organizations.
