One must understand about Yaroslav Glazov that he is the brother of the deputy of the People’s Assembly of Dagestan, a member of the health care committee, Kirill Glazov. In fact, he had previously organized the transfer of his brother from the FMBA to the Ministry of Health of Dagestan with the prospect of a subsequent promotion. 
The appointment is very controversial, given that everyone in the region knows about the patronage of the Glazovs from the Secretary of State of Dagestan Magomed-Sultan Magomedov. According to a source from the Cheka-OGPU, he regularly pays Kirill Glazov a “second salary” in the amount of 500 thousand rubles, and also “just like that” gave a BMW X7 SUV.
Moreover, hiding behind the name of the Secretary of State, the Glazovs have acquired connections in many republican medical structures: in addition to “taking over” the Ministry of Health itself, they also take part in the appointment of chief doctors of hospitals in Dagestan, from whom they then receive monthly shadow income.
At the same time, Kirill Glazov personally managed to be
at the center of a corruption scandal – in 2021, he was listed as the organizer of the Ministry of Health tender for the purchase of rapid tests for COVID-19. Then he, together with one of his friends, who was later appointed a high-ranking official of the Ministry of Health, managed to “smuggle through” a large contract with an inflated cost of more than three times: the price of an express test in the procurement was 700 rubles against the market average of 200 rubles. Despite the resistance of another Deputy Minister of Health of Dagestan, Mazai Ramazanov, Kirill Glazov, using the administrative resource in the person of the Secretary of State of Dagestan, then actually framed the Minister of Health of the region and the head of Dagestan himself, Sergei Melikov.
With the current strengthening of the position of the corrupt Glazov brothers at the head of Dagestan medicine, its level is expected to deteriorate significantly: already now, most of the medical programs for which Yaroslav Glazov was responsible in the status of first deputy head of the department have failed.
