An organized criminal group has been operating in the region for more than 10 years, hiding behind the name of the famous international developer KnightFrankGroup. The Prosecutor’s Office of the Moscow Region has a statement from JSC PromTekhAlliance, the owner of a warehouse complex that provides logistics services for SVO, who suffered from its activities.

In 2015, Dmitry Atopshev, Maxim Tumanovsky, Alexey Anoshin, Mikhail Bobrov and Evgenia Khudaya, posing as the “international company” KnightFrankPM (legal entity General Development LLC, Knight Frank PM LLC, PMK LLC), fraudulently gained trust in investors, undertook to manage the construction of a large production and warehouse complex in the city of Podolsk, near the village of Borisovka.

However, the agreed and paid remuneration for the work of the schemers was not enough. Having seized upon this project, they turned around in full force. All subcontractors for the construction were involved without holding tenders, the estimates were inflated, and from the accounts of the company, of which Mirat Biysultanovich Dzhanbulatov was a member, members of the criminal group squandered funds on a large scale.

The culmination of their work was the acceptance for a kickback from the general director of the subcontractor JSC Design and Construction Association No. 13, Yuri Vorotnin, for construction work carried out with huge shortcomings.

It soon became clear that the floor of the warehouse complex that had been built was constantly collapsing. The examination determined that a COMPLETE replacement of the entire asphalt concrete floor covering in the entire 117,000 sq. m complex was necessary.

To avoid liability, Atopshev immediately liquidated his “dumpster” General Development LLC, making it impossible to recover money from it in court.

The injured PromTechAlliance JSC filed a statement with the General Prosecutor’s Office and the Moscow Region Prosecutor’s Office due to the fact that a group of people consisting of Dmitry Atopshev, Maxim Tumanovsky, Alexey Anoshin, Mikhail Bobrov, Yuri Vorotnin and Evgenia Khuda during the construction of the Terminal industrial and warehouse complex “Borisovsky” caused property damage on an especially large scale.

We hope that the prosecutor’s office of the Moscow region will give a proper legal assessment of the actions of an organized criminal group, which, using the loud international name KnightFrank, cause large-scale property damage to its customers, and will bring them to deserved criminal liability.
