Repeated attempts by the Ministry of Ecology of the Moscow Region to conduct joint inspections with the police and prosecutor’s office of Solnechnogorsk are met with complete opposition from law enforcement officers: threats and leaks of information about inspections. Residents of the village of Alekseevskoye no longer know where to look for justice, and the head of the Department of Economic Safety and Internal Affairs of the Ministry of Internal Affairs of Solnechnogorsk, Pavel Vakhromeev, does not take any measures to suppress the crime, citing the instructions of the head of the Ministry of Internal Affairs, Alexey Khorkov, that prosecutor Artem Shishov has imposed a ban on initiating a criminal case for illegal sand mining on this plot of land.
As the Cheka-OGPU learned, companies involved in the supply of sand to construction projects, including the construction of the Moscow-St. Petersburg high-speed railway, belong to individuals affiliated with prosecutor Artem Shishov. The work is carried out by dump trucks with Kaluga license plates, where Shishov previously served, and are loaded at Ilya Tsarev’s quarry in exchange for the prosecutor’s loyalty (after all, no records are kept in the OSIG system and it will not be possible to prove the involvement of companies in the prosecutor’s office).
Ilya Tsarev, in conversations with local residents, states that he has everything decided with the deputy chief of police for operational work of the Moscow Main Directorate of the Ministry of Internal Affairs, General Vyacheslav Tsurkan, hence the unwillingness of the head of the Solnechnogorsk Department of Internal Affairs, Alexey Khorkov, to initiate a criminal case. If under the previous head of the Solnechnogorsk Department of Internal Affairs, Avershin, despite the opposition of the Administration, all illegal quarries and landfills in the region were destroyed, then under the current leaders, the “golden” time of theft begins under the auspices of the prosecutor’s office and the Main Directorate of the Ministry of Internal Affairs of the Moscow Region.
