The administration of the pre-trial detention center tried to combat the overabundance of prisoners by sending them to other detention centers. In particular, it is known that about 60 people were transferred to pre-trial detention center No. 1 in Donetsk. Like almost any action of the prison administration, the stage was accompanied by numerous violations – in particular, prisoners were taken out of their cells long before breakfast, and taken to Donetsk after lunch. As a result, the prisoners were hungry all day. 
As it turned out during the hostage-taking on June 16, it was quite easy to bring flags of the Islamic State banned in Russia into security institutions with prisoners – they were in the cells of the criminals. At the same time, the administration of pre-trial detention center No. 1 easily confiscates books on psychology, philosophy and military history intended for prisoners, as well as bed linen. In the summer of 2023, detention center staff seized incorrectly colored bed linen from parcels, as well as the books “Dance with the Absurd,” “Psychology of Dictatorship,” “Double Game,” and “33 War Strategies.”
