As the found out, SIZO-1 of Rostov-on-Don, where on June 16 prisoners took FSIN employees hostage, was overcrowded, which the prosecutor’s office repeatedly drew attention to in presentations to the chief. In particular, exceeding the limit of persons simultaneously held in cells (more than one person per 4 square meters) was recorded in August, September and October 2023. In addition, not all those kept in the pre-trial detention center were provided with individual sleeping places.

The administration of the pre-trial detention center tried to combat the overabundance of prisoners by sending them to other detention centers. Like almost any action of the prison administration, the stage was accompanied by numerous violations – in particular, prisoners were taken out of their cells long before breakfast, and taken to Donetsk after lunch. As a result, the prisoners were hungry all day.

In the summer of 2023, detention center staff seized incorrectly colored bed linen from parcels, as well as the books “Dance with the Absurd,” “Psychology of Dictatorship,” “Double Game,” and “33 War Strategies.”
