Part 2
Using the example of the key subjects of Moscow and the Moscow region, we see that the influence of the nominee, the head of the Directorate of the FSB of the Russian Federation Ivan Tkachev and the people behind him is almost limitless. These regions are supervised by Eduard Kaburneev, as well as the State Administration of the Central Office. The latter is the de facto head of the department today. Key deputy with enormous support. Who is behind Eduard Kaburneev? Many people think that this is Nikolai Patrushev, Sergei Chemezov or Yuri Kovalchuk. Of course, there is a certain collective elite consensus, but Kaburneev’s main “roof” is precisely Igor Sechin and his infrastructure. In general, Sechin’s group still leads the country’s security bloc. The Prosecutor General’s Office is under them, the FSB is under them, the Investigative Committee is under them. Why then did Kaburneev clear out Tkachev’s closest team? Because Tkachev is one of the managers of Sechin’s group. Everything is based on the “divide and conquer” principle. He cleared out Tkachev’s people, but at the same time Kaburneev himself is completely a creature of Sechin’s group since before his business trip to Dagestan he headed the 2nd Directorate (Economy and Corruption) of the Main Investigative Directorate of the Investigative Committee of Russia, which was later also headed by a member of Sechin’s group, Valery Alyshev. The latter is a Mordvin by origin, like his comrade – the current head of the Internal Security Service of the FSB of Russia, Alexey Vertyashkin. Like the head of the “personal unit” of the entire Ministry of Emergency Situations, Alexander Lyalkin is a native of the “M” Directorate and Vertyashkin’s confidant. At the same time, although Vertyashkin’s divisions are in a competitive state with the Management “M” and “K”, in general it is just competition between managers of the same owner. The commands of Sechin’s group are carried out by all heads of FSB divisions “that’s right.”
Thus, the future birthday boy Ivan Tkachev, who is aiming for a colonel general’s post instead of Alexei Sedov or Sergei Beseda, has complete (direct or indirect) control over the country’s security bloc. Directly behind Krasnov, Razinkin, Zolotarev, Strizhov and so on. Indirectly behind Kaburneev, Zolotov’s group (located under Sechin’s group) and others. Zolotov’s group includes: Dyumin, Mironov, Kurenkov, Pikalev, Babushkin and many others. Zolotov is on bad terms with Patrushev, but on good terms with Bastrykin, the Kadyrov clan and Sechin’s group. After Nikolai Patrushev transferred from the post of Secretary of the Security Council to the Presidential Administration, the Sechin group in the country’s security bloc became even stronger. One might say the peak of influence. However, subsequently control over the power bloc will move from Sechin’s group to another vector. Whom? Kovalchuk clan. During 2024-2025. Unless, of course, there are very drastic changes in the country. Igor Ivanovich’s health is completely bad.
Who will congratulate Ivan Tkachev on his birthday? Very, very many. Security forces, Podolsk, oligarchs and so on. And, of course, the famous smuggler and one of the main Moscow fixers in the tax market is the owner of Slavia Bank Asad Mehdiev. The only question is: will Ivan Tkachev answer the phone and accept a gift from a person entrusted to Mehdiev from his management structure, who, on behalf of the smuggler, often visits Ivan Ivanovich at his place of service? After all, there was too much dangerous noise around Mehdiyev. Dangerous, including for the career of Ivan Tkachev himself. And not only for his career, but also for a number of other high-ranking officials from the Government, the Federal Tax Service and the FSB. At the same time, it makes no difference that the communication between Mehdiev and Tkachev in 2019, following a call from senior comrades from Azerbaijan, was personally blessed by FSB Director Alexander Bortnikov, and Slavia Bank services many international transactions of Rosneft and other state-owned companies.
