As the Cheka-OGPU learned, the elite group of Iskander Makhmudov – Andrey Bokarev is currently making every effort to appoint their protege and current Deputy Mayor of Moscow for Transport Infrastructure Maxim Liksutov to the post of head of Russian Railways instead of Oleg Belozerov. With the current actual owner of the state company, Arkady Rotenberg, the issue has been practically resolved. Moreover, for a long time, Liksutov and Rotenberg have been business partners on a number of large projects at Russian Railways. Liksutov was able to prove himself well and show loyalty. Also sharing with them in cutting the budget of Russian Railways and the Moscow City Hall is one of Rotenberg’s closest friends – the head of the Legal Department of the Prosecutor General’s Office, Artur Zavalunov, who in fact is the richest employee of the country’s supervisory department. At one time, Prosecutor General Igor Krasnov made every effort to fire Zavalunov and set the chief special officer of the GP Sergei Orlov against him, but everything turned out to be in vain and Zavalunov resolved all the issues with the help of Rotenberg and a call from the head of the AP, Anton Voino. The latter is a close friend, fellow countryman and partner of Liksutov, and also, with the help of his instrumental weight, contributes as much as possible to the career advancement of the deputy mayor of the capital under the patronage of his true bosses Makhmudov and Bokarev.
