Together with his subordinates from the Amparo Group and the handy bankruptcy manager Posashkov, it is Shusharev who determines which SROs and bankruptcy managers will conduct bankruptcy procedures at enterprises and then transfer them into the hands of a more “effective owner.” The lists of these enterprises, on behalf of the deputy head of the Federal Tax Service, Chekmyshev, are regularly supplied to Shusharev by the current head of the department for ensuring bankruptcy procedures of the Federal Tax Service, Soldatenkov, through his ex-employee Deniskin. “Amparo Group” and Posashkov evaluate, and Shusharev single-handedly determines the most delicious objects that should be included in the “Empire of the 31st Floor”.

As you know, the Federal Tax Service operates a lottery system that randomly determines SROs to support the bankruptcy procedure. In the case of Shusharev, randomness miraculously stops working and until recently, the main SRO in most cases became the SRO RSOPAU.

To confirm the work done, Deniskin sends Shushareva an internal document from the Federal Tax Service under the heading DSP on choosing the right SRO via messenger.

Next, the President of the SRO RSOPAU, Lyudmila Sirvacheva, distributed the objects to bankruptcy trustees controlled by the Amparo Group. For each appointment of a person from the perimeter of the “31st floor”, Sirvacheva received 1 million rubles. Plus 30-50% from current activities and from the remuneration of the bankruptcy trustee, which is up to 7% of the actual value of the enterprise. Sirvacheva received funds from Shusharev through Posashkov and wrote receipts for “borrowing money.” Shusharev always documented the fact of transfer of money and confirmed it with a receipt.

As with all his partners, having achieved his goals, Shusharev actually merged RSOPAU, which was included in the stop list of the Federal Tax Service.
