The governor of the Ulyanovsk region, Alexey Russkikh, decided to carry out transport reform. It seems like a good thing, but all such initiatives in the region end in criminal cases, since the main goal of the reforms is to make money from them.

Previously, a reform of the construction industry had already been carried out in the region, as a result of which the first deputy governor Edel and the mayor of Dimitrovgrad Bolshakov ended up in pre-trial detention. The reform to modernize lighting in the city ended with the arrest of the director of the UlGES Gitinasulov, now they have taken on transport.

The approaches to transport reform are standard: lease buses for the state-owned enterprise PATP-1 and… that’s all.

Previously, the region had already leased low-capacity buses, which regularly do not go on line due to the lack of drivers in PATP-1. The current leasing is striking in its scale: according to the governor’s plan, the region plans to purchase 400 buses.

It is interesting that last year the region refused a treasury loan for transport reform at 3% due to its reluctance to increase public debt, but now it is willing to lease at 7%. It is a known fact that the leasing price is usually higher than the market, which allows the beneficiary to receive a substantial kickback. Moreover, the project was entrusted to oversee the Minister of Transport of the Ulyanovsk Region Sergei Sergeevich Vorontsov, who is also the son of the owner of the largest leasing company in Russia, Sergei Borisovich Vorontsov.

The region has already begun implementing a project that involves the raider takeover of routes from other carriers by the state-owned company PATP-1. The trouble is that PATP-1 shows unprofitability from year to year and is slowly but surely moving towards bankruptcy.

In the meantime, ordinary Ulyanovsk residents continue to suffer from this reform, for whom there will be less transport due to the transfer of routes to PATP-1.

The terms of the leasing transaction have not yet been determined, but it is already clear today that this project in the Ulyanovsk region will end in another criminal case. And most likely, Transport Minister Sergei Vorontsov will be in the dock this time.
