A regular, extremely interesting military builder of the Ministry of Defense, until 2020 he held the position of deputy head of the Federal State Unitary Enterprise “Main Military Construction Directorate No. 8” (now Federal State Unitary Enterprise “GUSS”), which is engaged in the construction and maintenance of missile and air forces. Before his dismissal, Vyguryarny managed to secure government contracts worth more than 3 billion rubles at SibirPromGroup JSC for the construction of Strategic Missile Forces facilities in the Novosibirsk region (Pashino village) and got a job there as deputy general director, after which he became general director. JSC SibirPromGroup never built the Strategic Missile Forces facilities, but ceded the contracts to the newly created Krastim LLC under the leadership of the nominal general director Anton Gordeyko, who had previously worked with Vygularny. JSC SibirPromGroup transferred a total of more than 2 billion rubles to Krastim LLC.
