did not properly organize the work of the commissions for the acceptance of heat supply facilities, and formally approached the performance of official duties to provide residents of the Moscow region with hot heat and water supply.
The investigation believes, that Samarin
knew reliably about the need to take urgent, systematic and effective measures on the part of the Ministry to organize the reconstruction and modernization of the heating networks of the urban district, but did not take the necessary measures.
As a result, an accident occurred on the heating network pipeline, which led to the defrosting of the unified heating system of the microdistrict in the city. Podolsk
According to the investigation, as a result of the accident, a regime was introduced
emergency situation of a municipal nature with a regional level of response in the territory of the city. Podolsk, residents of the microdistrict, organizations and the budget of the Moscow region suffered significant material damage.
