When mobilization began in Russia in September 2022, Tsarev introduced his classmate to Manyshkin and told him that the latter had the opportunity to ensure that his comrade was not mobilized. Manyshkin named the price of the issue – 300 thousand rubles. A month later, when Tsarev’s friend (he was a witness in a criminal case) was already on his way to transfer the money, Manyshkin increased the cost of the “service” to 400 thousand rubles. He agreed and handed over a bribe to FSB officers at a gas station in the Moscow region. The money was in a box with shoes, which the witness put in the trunk of Tsarev’s car.
A year later, Manyshkin and Tsarev told the witness that a new wave of mobilization was coming and offered a “deferment” for 1.5 million rubles. The money, according to the plan of the FSB officers, was to be transferred in three stages, the first cost 500 thousand rubles. The scheme was as follows: the witness is registered in another place, his personal file is confiscated from the military registration and enlistment office and registered in another military registration and enlistment office. This time, Tsarev’s classmate decided to contact the FSB, where he was offered to participate in an operational experiment.
On November 22, 2023, Tsarev and Manyyshkin again met with the witness at a gas station to transfer money. When the officers took the bribe from the glove compartment and left the car, they were detained by FSB officers. The court sentenced Tsarev and Manyshkin to a fine of 200 thousand rubles each for two episodes of fraud on a large and especially large scale. When sentencing, the officers were credited with a sincere confession and repentance for their actions, and Manyshkin was credited with past participation in a “counter-terrorist operation.”
Employees of department M Alexey Tsarev and Sergey Manyshkin were detained on November 23, 2023. After interrogation, they began to cooperate and entered into a pre-trial agreement. According to operatives supervising Moscow courts, they witnessed the transfer of gigantic bribes to senior managers. Thanks to this, on November 24, the court chose a preventive measure in the form of house arrest for both.
Together with Tsarev and Manyshkin, the curator of all courts from the FSB Directorate for Moscow and the Moscow Region, Alexander Ushakov, was also detained. Initially, he did not cooperate, but then he agreed and his preventive measure was changed to house arrest. Ushakov’s alleged accomplices, who are not cooperating with the investigation, are in custody in the case – ex-employee of the SEB of the FSB of the Russian Federation Alexander Bibishev and employee of the Counterintelligence Operations Service (SRO) of the FSB Directorate for Moscow and Moscow Region Pavel Krylov.
