Another sore point for the Ministry of Internal Affairs is the situation with Pavshino’s department, which is located in the same building where the Crocus City Hall concert hall was located. The total number of employees in this department is 26 people, 20 of whom were on duty on March 22. But most of them had gone home at the time of the terrorist attack, since their working day had already come to an end by that time. When the attack occurred, there were employees in the Pavshinsky department, in particular an armed operational duty officer. As part of the investigation into the terrorist attack, the head of the Pavshinsky department, Roman Grinenko, was interrogated. 
As the Cheka-OGPU found out, he is a bosom friend and creature of the head of the Krasnogorsk Ministry of Internal Affairs Nikolai Zhukov. A small digression. According to a source from the Cheka-OGPU, Roman Grinenko was a local police officer in Opalikha and worked out in the same gym with Nikolai Zhukov. Several years ago, the special services detained their hardware comrade, the head of the Department of Economic Security and Safety, who ordered prohibited drugs (anabolic steroids and steroids) almost into the department’s yard. Presumably, the chemistry was intended for everyone, but the story was quickly hushed up. Roman Grinenko’s career growth was rapid – first he headed the district police service in Krasnogorsk, and then headed the department for the Pavshino microdistrict. From the chief’s testimony, it follows that the head of the Crocus security service, Vladimir Sasnovich, told him about the shooting.
After talking with him, he called the DC of his department and gave instructions to report this information to the DC of the Ministry of Internal Affairs and call all employees so that they come to the department.
According to the testimony of Roman Grinenko, his employees were also supposed to maintain public order at the concert, but the duty officers were supposed to be on duty at 21.00. This point will be checked by ICR employees.
From the testimony of the duty officer of the Krasnogorsk Department of Internal Affairs, it follows that the head of the facility’s security service also got through to him and reported about the shooting and the wounded. It is noteworthy that both police officers noted that Vladimir Sasnovich, by the way, a participant in round tables and events on anti-terrorism topics, reported on the situation while watching the shooting of visitors on a monitor through a video surveillance camera, and not being present in person. Considering that Crocus’s security guards had and even had their own GBR, the chief had to take measures either to stop the criminals or carry out an evacuation.
