Colleagues from the editorial office of Lisa were the first to report the FSB detention of St. Petersburg ex-official and businessman Igor Zabiran. In the past, he was responsible for construction at Lenenergo, and now many remember him as the director of the construction of the largest and scandalous SKA Arena. According to colleagues, the arrest is connected with the case of Vladimir Lavlentsev (former vice-governor of St. Petersburg), whom the Meshchansky court sent into custody on charges of major fraud and embezzlement.

However, here’s what’s interesting, although it’s unlikely to come into the investigators’ attention in this episode. While managing the reconstruction of the Petersburg Sports and Concert Complex, the entire complex collapsed, resulting in the death of an installer. Initially, complete destruction of the building was not planned: they planned to dismantle the roof, for which 40 million rubles were spent. While the money had already been spent, the entire building collapsed during the work, which led to tragic consequences. But 40 million rubles that were allocated for dismantling did not return to the budget. Let’s say right away that these funds ended up in the accounts of a company that at that time belonged to Zabiran. Their fate is very interesting, since later new money was allocated for the construction of the new SKA Arena. In addition, usable equipment was removed even before the collapse of the SKK and transported to the Priozersky district of the Leningrad region to a site owned personally by Zabiran. After that it was sold, and the money was put in my pocket.

In this vein, you can separately look at the reasons for the collapse of the building itself. It cannot be ruled out that investigators, during the investigation of the current criminal case, may discover new episodes related to the history of the building collapse.

The money that was supposed to go towards dismantling the roof was spent under a loan agreement with Glavenergo LLC. The company appeared in St. Petersburg in 2012 and for many years showed unstable turnover, from several thousand to several tens of millions of rubles per year. Such instability resulted in the fact that in 2017, by decision of the Arbitration Court, Glavenergo was placed under supervision in a case of possible bankruptcy. However, in March 2018, proceedings in the case were discontinued.

And in 2022, the company is bought by Igor Zabiran. This significantly improved the financial performance of Glavenergo. So, if at the end of 2021 the company reported 5.7 million rubles in revenue, then at the end of 2022 the turnover was already 3.6 billion rubles. Profit also jumped significantly: from 105 thousand to 106.5 million rubles over the same period. The company’s overall balance also increased, from 64.8 million to 1.7 billion rubles. Despite such successes, in September 2023 the company was transferred to Roman Ryabinin, the current general director. As of February 10, the company had 1.5 million rubles in tax debts. Most recently, the Federal Tax Service began blocking transactions on the company’s accounts.
