The owners of one of the largest development companies in North-West Russia are transferring billions to Montenegro. According to colleagues from Lisa’s editorial office, the developer “CDS” received 20 billion rubles in net profit at the end of 2023, of which 13.9 billion were paid to shareholders as dividends. To understand the scale, in 2020 the group’s payments amounted to 1.8 billion rubles, in 2021 – 1 billion, and in 2019 and 2022 no dividends were paid.

Interestingly, the owner of the company, billionaire Mikhail Medvedev, is the holder of a “golden passport” in the EU. In 2021, he and his family received passports as citizens of Montenegro. Let us remind you that at the time of the program, in order to obtain a Montenegrin passport, foreigners must invest in real estate from 250 thousand to 450 thousand euros, as well as pay a contribution of 200 thousand euros to Montenegrin state funds.
