The Basmanny Court is considering a criminal case against former Deputy Minister of Transport of Russia Vladimir Tokarev. The representative of the victim, O.A. Ogarkov, was questioned, who, in the interests of Russian Railways structures, is dealing with the bankruptcy of the Spetstransstroy company, which allegedly suffered from the actions of V.A. Tokarev. Ogarkov O.A. wrote in October 2022 a statement about Tokarev V.A. theft of funds addressed to the head of Directorate “T” of the FSB of Russia V.A. Gavrilov, but at the court hearing he could not remember in whose name he wrote the statement, where and when he was able to submit it. On the application itself there is a note indicating that it was received on purpose. Ogarkov O.A. explained that the object from which, in his opinion, Tokarev V.A. stole 523 million rubles, built and operated. The construction customer did not spend additional funds; the construction was completed without exceeding the contract amount. The Spetstransstroy company did not have its own funds for construction; it operated with the funds of the customer – RZDstroy.

RZDstroy has no complaints regarding the volume of construction and quality. When asked how the amount of damage was determined, Ogarkov explained that he came to the conclusion that there was theft based on the fact that he was not presented with the entire volume of documents on the construction of this facility. The presence of a built and operated facility did not bother him in any way. During the interrogation, Ogarkov was presented with documents from the case materials, which indicated that evidence was being falsified.

Ogarkov admitted to the court that investigators prepared some of the documents for him, and he only signed them without delving into the essence. After such testimony, judge E.S. Nikolaeva, who was considering the criminal case, became nervous. The curators of the criminal case from the FSB were instructed to obtain a confession from V.A. Tokarev by any means. of committing a crime, otherwise the case will have to be returned to the prosecutor. FSB officers supervising the course of the criminal case against Tokarev began to actively study Tokarev in the pre-trial detention center, using any means to persuade him to admit guilt. To obtain the necessary confession, Tokarev was transferred from pre-trial detention center-4 to the Kremlin Central, where access to him by lawyers is significantly limited.
