As it became known to the Cheka-OGPU, the former commander of the 58th Army, Major General Ivan Popov, who was summoned to Moscow from Syria and demanded to resign, threatening an existing case of abuse of power, refused to resign of his own free will or for health reasons, as this he was offered. In order to delay the process of implementing the decision of the leadership of the Ministry of Defense to dismiss, Popov was hospitalized at the Central Military Clinical Hospital named after Mandryk. Thus, Popov hopes to wait for personnel rotations in the leadership of the Ministry of Defense and the General Staff as part of possible reshuffles in the Government (according to the source of the Cheka-OGPU, while the war is going on, such a development of events is unlikely).

When at the end of February the Chief of the General Staff Gerasimov visited the command post of the 58th Army, he awarded the airborne troops mostly present there, which was perceived as an indicative demonstration of the attitude of the Chief of the General Staff towards the personnel of the 58th Army, whose servicemen still sympathize with Popov .
