In Glagolevo Park he is the boss, but Naumenko literally shits on the local and federal authorities. Having stolen 500 million from investors intended for the construction of sewerage systems, Naumenko has been dumping waste into a forest stream for many years.which has become a stinking swamp, destroys the surrounding forest, then fecal slurry from 396 houses goes into the Pakhra River, and then into the Moscow River.
Now, a man who has lost his head from impunity declares that he can “make money” with any government, flaunts his friendship with the ex-chief of the Naro-Fominsk district police department, Colonel A.V. Ivanov. and the head of the Selyatino Department of Internal Affairs, K.I. Tarasov, and when it’s profitable – with the “Solntsevskaya lads”. Friendship is an abstract concept, but that the local police are supported by Naumenko is a fact. 
The stronghold of the police of the Ministry of Internal Affairs of the Russian Federation of the now dismissed district police officer Popov was located in the building where I.V. Naumenko’s office was located; on what conditions he provided the premises is unknown. All statements from residents to the police on Naumenko were considered by the district police officer in his office, and then the applicants were invited there for conversations “humanly”, in the style of the nineties.
Over 15 years, residents of Glagolevo-Park wrote more than 50 statements to the police about the arbitrariness of Igor Naumenko, complaints to the prosecutor’s office and an appeal to Governor Andrei Vorobyov, to the administration of the President of the Russian Federation, local TV filmed stories about Naumenko’s arbitrariness. It’s all in vain.
Naumenko’s companies are the main contractors for the operation of the village of Novoglagolevo, providing services for the maintenance and development of the settlements included in it: Mishutkino, KP “Glagolevo-Park”, Old Glagolevo, New Glagolevo, holiday villages “Rubin” and “Granite”. His private security company collects illegal fees from residents for the entry of construction equipment into “his territory”, without any reporting, without showing accounting documents.
