Active investigative actions in the case of the cyber troops of the Russian Federation, the so-called Stroganov group (aka Flint24), were completed in February 2021 and only after another 3 years, in February 2024, the 2nd Western District Military Court, by its decision, for the second time transfers this criminal case for consideration to the 235 garrison military court. Preliminary hearings for which will begin on March 19, 2024. It is noteworthy that it was on this day, exactly 4 years ago, that all the accused were detained. For exactly 4 years, solely because of Article 210 of the Criminal Code of the Russian Federation imputed by the investigation, 26 people have been under arrest, and 15 of them are being held in various pre-trial detention centers in Moscow.

From the moment the Flint case was first transferred to the 235th garrison military court, it was accepted for proceedings by the 3rd judge of this court, but at the same time they did not hold a single hearing on the merits of the issue, which directly indicates to the high “toxicity” of the criminal case, which judges do not want to touch, finding formal reasons for this.

Earlier, the Cheka-OGPU wrote that Flint’s group was supervised by FSB DVKR employee Igor Voroshilov, who is also in custody. But throughout the entire investigation, the SD of the Ministry of Internal Affairs of the Russian Federation maintained that it had no information that Voroshilov was an active FSB officer, so there was no reason to transfer the case to the Main Internal Affairs Directorate of the Investigative Committee of the Russian Federation. However, in the final version of the accusation, the Investigation Department of the Ministry of Internal Affairs of the Russian Federation indicated Igor Voroshilov… as an employee of the FSB of the Russian Federation. But with a lot of reservations. They say that Voroshilov committed a crime not at his place of duty and not while performing his duties.

Also among the accused there is a citizen of Lithuania, at the stage of the investigation he demanded an interpreter, who was not provided to him, a copy of the indictment at the end of the investigation was given to him only in Russian.

As a result, the judge of the 235th court returned the case to the prosecutor, but a higher authority overturned this decision.
The indictment describes “cyber troops” as a group that controlled most of the shadow market for means of payment. Despite such a loud phrase, the indictment refers to the turnover of bank cards for only $700. They stated that the group had been operating since 2014, but indicated only the purchases carried out by operatives at the end of 2019.

Flint’s group at one time served as the cyber forces of the Russian Federation. The leader of the group, Stroganov (Flint), during his activities was awarded a certificate from the director of the FSB of the Russian Federation for ensuring cybersecurity of the Russian Federation and gratitude from Vladimir Putin for ensuring cybersecurity during the FIFA World Cup in the Russian Federation in 2018 .
