However, it is not clear why only 221 people filed statements, although Hermes has many tens of thousands of clients in Russia, according to the investigation itself; why the victims had to be “collected” for more than two years.
In addition, it is not clear why none of the victims confirmed the debt of Hermes in a civil court. Although the materials of the criminal case seem to provide an answer to this question: the persons recognized as victims simply do not have documentary evidence that their money was transferred to an account at Hermes. Many victims do not have contracts with Hermes; Most of the so-called victims do not even have documents about the transfer of money to intermediaries in placing funds at Hermes – and there are no intermediaries either in the dock or among the witnesses.
Based on virtually unfounded allegations, the Ministry of Internal Affairs arrested the accounts of the Best Way cooperative as a Russian organization allegedly affiliated with Hermes and liable for its obligations. Another oddity: the total damage in the indictment is 280 million rubles, and 4 billion rubles were seized in the cooperative’s accounts, plus private assets worth 8 billion were seized. 
Thus, almost 20 thousand shareholders of the cooperative on the eve of the presidential elections are deprived of the opportunity to receive their share funds, which are depreciating as a result of inflation, due to the claims of the “victims” who are trying to get what does not belong to them, with the help of an alliance with the corrupt investigation of the Ministry of Internal Affairs.
