Both employees were partners and worked in the same crew. An old acquaintance approached one of them and said that his friend was being watched by his own security service. A friend offered to solve the problem for 2 million rubles.
After a short brain storm, the friends – he did not feel guilty – went through their connections to the Internal Security Directorate of the Main Directorate of the Ministry of Internal Affairs for the Moscow Region. There they were persuaded to become participants in an operational experiment to identify a corrupt chain. The main idea was to investigate who was the initiator of this whole case. But the plan stumbled before it even began. The fact is that somewhere at the approval stage, a traffic police friend from the internal security department recognized the interested parties and hastened to curtail the operational development. 
One of the traffic police officers was advised to write a statement against his friend, saying that it was he who wanted to cut down 2 million. And when he refused, they were both put out on the street because of the negative. It’s not for nothing that the authorities say that the main thing for CSS employees during operational work is not to expose themselves.
