Joint Stock Company LGZT, listed under TIN 5027130207, was created by transforming the Municipal Unitary Enterprise LGZT at the end of December 2007. The sole shareholder of this joint-stock company is the Administration of the Lyubertsy City District, the head of which at that time was Vladimir Ruzhitsky, and the general director was Mamed Keskinovich Azizov. JSC LGZhT is one of the system-forming elements of Lyubertsy. Its functionality is to service and maintain more than 850 multi-apartment residential buildings.
The founders of LRT LLC are Evgeniy Yurievich Zadumkin and Pavel Viktorovich Voronin, and here’s what’s strange:
– Pavel Viktorovich Voronin has long been listed as the general director of Bagira LLC (TIN 5027223476), the sole owner of which is Irina Valeryevna Azizova, the wife of the general director of LGZT JSC.
– Evgeny Yuryevich Zadumkin until recently was the director and founder of Turris Invest LLC, and the founders of this legal entity also included Azizov Mali Mamedovich, the son of the same general director of LGZT JSC. Nowadays, Evgeny Yuryevich Zadumkin is the general director of Svetofor-Balashikha LLC, the founder of which (with a share of 33.33%) is Valentina Mikhailovna Ruzhitskaya, the wife of Vladimir Petrovich Ruzhitsky.
Since its creation, JSC LGZT was located in a four-story non-residential building with a total area of 3,121 square meters in the urban district of Lyubertsy, Moscow region, Oktyabrsky Prospekt, building 123A. This building, together with the land plot underneath it, under the purchase and sale agreement No. 191-r dated December 28, 2018, was sold to the Lyubertsy television company LRT LLC for 82,887 thousand rubles, and, according to clause 2.0 of the contract for the purchase of real estate, the buyer was obliged to pay the value of the property until December 31, 2021. LRT LLC contributed only part of the amount, and the rest had to be paid in installments. At the same time, the building was rented to LRT LLC and leased to LGZT JSC for 1,000,000 rubles per month, and the funds were used to pay off the debt under the specified purchase and sale agreement. That is, in fact, the seller returned the funds to the buyer for the purchase of the same building from him.
As a result, it turned out that the building, previously owned by LGZhT JSC, went to LRT LLC free of charge. But at the same time, the above building with the land plot underneath it is currently being sold by the new owner for 400 million rubles.
The described transaction could not have happened without the visa of Vladimir Ruzhitsky, who was at that time the head of the local Administration and without the knowledge of his deputies, who are responsible for monitoring such moments – Vasily Vlasov (deputy for housing and communal services), Nina Zababurkina (deputy for economics), Andrey Syrov (deputy for property). It turns out that with the consent and knowledge of the head of the Lyubertsy city district, Vladimir Ruzhitsky, a person controlled by him – Mamed Azizov, as well as a number of people close to him, committed fraudulent actions with the aim of causing damage to the interests of the Russian Federation (represented by a local government body) by alienating what was controlled by the local Administration , or, more precisely, to an affiliated legal entity of the property.
