Before going into business, Shabnov twice became deputy chairman of the St. Petersburg Komblag, left with a scandal, but his company continues to receive billions of rubles from government contracts for improvement in St. Petersburg. Moreover, this is a family business – the Cheka-OGPU said that Victor’s brother Alexander runs one of the city-owned joint-stock companies, the contracts of which, in the “sole supplier” format, are received by PSF “Kort”, which, de jure, is headed by Victor’s wife Svetlana Sergeev, and the work itself is actually carried out by employees of the state customer. So she gave reason to mention the business of the Shabnov clan in today’s publication. The fact is that Svetlana, probably quite by accident, attached a photo of some handwritten paper to her status in the WhatsApp messenger. Look at it – it’s a very interesting document. We are talking only about the “remainders” of closures under contracts with a total value of over a billion rubles. Particularly interesting are the large government customers listed at the beginning: State Unitary Enterprise Fuel and Energy Complex, MTER, Lenenergo, Heating Network of St. Petersburg. All of these are city monsters from the world of energy, not associated with the Commissariat and even subordinate to different vice-governors. As our source in Smolny explained, such opportunities open up for close contractors only at the level of Governor Beglov himself, and communication and exchange of benefits, of course, occurs through close advisers.
