Yesterday The media are again full of headlines about the “golden judge” Elena Khakhaleva. The Leninsky District Court of Rostov-on-Don received a petition to select a preventive measure for the former head of the administrative board of the Krasnodar Regional Court, Elena Khakhaleva. If the petition is granted, the arrest will be in absentia, since Khakhaleva is not currently detained.
Let us recall that a criminal case was opened against the former judge of the Krasnodar Regional Court Elena Khakhaleva under Part 4 of Art. 159 of the Criminal Code of the Russian Federation – fraud on an especially large scale and part 2 of Art. 292 of the Criminal Code of the Russian Federation – official forgery. She is suspected of illegally receiving funds from the budget and illegally filling out time sheets. The Chairman of the Investigative Committee of Russia turned to the Higher Qualification Board of Judges and asked for permission to initiate a case against Khakhaleva. The Supreme Court of the Russian Federation gave its consent to the appeal of the Chairman of the ICR Bastrykin, as a result of which a criminal case was initiated against the former judge. However, even before the initiation of a criminal case, in December 2021 it became known that Elena Khakhaleva left the territory of the Russian Federation and hid in Armenia. It must be assumed that she does not plan to return from abroad under conditions of criminal prosecution in Russia.

However, what happens to her search. As it became known, the head of the Kuban criminal investigation department is in no hurry to search for Elena Vladimirovna, despite the fact that the investigation has announced a search for the suspect. One should ask the question: why did the head of the local criminal investigation department like Khakhaleva so much? It is possible that Elena Vladimirovna’s son-in-law, V.E. Badalov, from that very “golden wedding” is still an active employee of the Kuban ICR, and not an ordinary investigator, but the deputy head of the department for investigating particularly important cases of the ICR in the region, who asked not rush to search for the mother-in-law. Or maybe other relatives in the person of Khakhaleva’s ex-husband, Robert Onikovich, were able to “dissuade” the head of the search from the idea of capturing the fugitive judge.

Interestingly, the head of the Main Directorate of the Ministry of Internal Affairs of Kuban, General Andreev V.L. supports such bias of subordinate employees associated with the refusal to announce the search for Elena Khakhaleva and the lack of desire to look for the “golden judge”? Or have the tentacles of the Kuban corruption octopus Khakhaleva twisted him so tightly that he is ready to turn a blind eye to the order to put Khakhaleva on the wanted list? It is also not clear where the supervisory authorities in the person of the Prosecutor’s Office, as well as the FSB, are looking at the loyalty of the head of the Kuban criminal investigation department, associated with the refusal to capture the fugitive judge?
