The Cheka writes that Korchagin, having authority in the criminal world and being the “supervisor” of the Orenburg region, appointed from among the criminal authorities to informal positions the so-called “supervisors” in large cities of the region – Orsk, Novotroitsk, Gai, Buzuluk and correctional institutions of the Federal Penitentiary Service of the Orenburg region for monitoring compliance with “thieves’ traditions”, conflict resolution.
According to operational information, for many years the watcher in Buzuluk was Alexey Averkiev, the brother of the deputy of the Legislative Assembly of the Orenburg Region Sergei Averkiev.
Alexey Averkiev as a citizen at one time he tried to organize hunger strikes in the Buzuluk educational colony, but its administration managed to prevent it. Then, at the request of Averkiev, 14 pupils of the institution inflicted wounds on themselves.
Threatening the leaders, Averkiev demanded that they be freely allowed into the restricted area to meet with the students.
All efforts made by the attackers to destabilize the situation in correctional institutions were unsuccessful.
