Yesterday, Deputy Minister of Transport Vladimir Tokarev, who resigned before the New Year, was detained. And yesterday we read publications about a contract between the Marine Rescue Service, subordinate to the Ministry of Transport, and the Moscow Pipe Rolling Plant for 2.3 billion rubles.

With such a contract amount for the supply of anchor piles and pipe piles, no bidding happened. The Marine Rescue Service made price requests, although there are no documents about this in the tender documentation, set the price and selected a single supplier in accordance with Federal Law 223.
A contract for an amount exceeding the annual turnover of the Moscow Pipe Plant by 6 times, a truncated composition of the competition commission, and a decision made in one day – this is a set of complaints about this public procurement from other market participants. With a deal worth 2.3 billion rubles.
There are also no justifications for refusing to hold open tenders among the tender documentation. This deprived the government agency of the opportunity to save up to 30% of the contract price.
The Marine Rescue Service has repeatedly been at the center of corruption scandals. Three years ago, Andrei Khaustov, who headed it, was arrested on charges of fraud, and, in fact, embezzlement of public funds.
