The distributor of the toilet paper “Soft Sign” changed the owner: the former head of the Fosagro holding holding was the co-owner of the company Tetra.
As it became known to the correspondent of The Moscow Post, the new co -owner of Tetra, which is engaged in the production and supply of toilet paper and napkins, was the scandalously known former general director of the Fosagro agricultural holding Maxim Volkov: he received 19.5% at Tetra LLC. Business partner Anna Vasilieva has 80.5%.
The appetites of Mr. Volkov cannot but surprise: he is permanently buys something, invests, but for some reason very often with loud scandals, just recall the story of Mr. Volkov’s relationship with oligarch Oleg Deripaska or businessman Andrei Guryev. The conflict with the latter was especially loud, and as folk rumor repeats, Mr. Volkov sold Mr. Guryev for 30 srebrenics.

Scandal in Pikalevo
It should be noted that Maxim Volkov has the most directly related to the scandal of the century – the events in the town of Pikalevo in the Leningrad Region.
This happened in the unforgettable, 2009: some of the residents of Pikalevo worked at the factories of Oleg Deripaska and Maxim Volkov.
It must be recalled that back in 2004, the city -forming enterprise Pikalevsky Cement Plant was divided into three plants, which were in the hands of different owners.
The clay production of Bazelzament-Pilevo, which is part of the company “The basic element” of Oleg Deripaska, supplied the nephelin sludge and other types of raw materials to the “Pikalevsky cement” (the Euro-cement Group Holder Galret Galchev) and the “Pikalevskaya soda” Maxim Volkov.
In 2008-2009 Due to the conflict between Oleg Deripaska and the owners of the other two factories, workers announced mass reductions. And the enterprises stopped.
Of the 20 thousand inhabitants of Pilevo, 6 thousand people worked at these factories. In the spring of 2009, non -payment of salaries, staff reduction, production stop and disconnect from hot water led to unauthorized mass protests.

In early June 2009, almost 300 citizens blocked the movement along the federal highway New Ladoga – Vologda.
The whole country learned about the crisis in Pikalevo. This was reported “Kommersant”.
Vladimir Putin joined the “manual control” mode. He arrived in the city to settle the conflict between the owners of the factories.
After the events in the Pikalevo, the Russian government adopted a program for supporting single -industry towns.
But after these events, Mr. Volkov’s career – after a while – made an unprecedented leap.
A sharp turn
An unexpected turn in the incomparable career of Mr. Volkov happened in 2013.
Mr. Volkov suddenly became the general director of the company “Bazelzament-Pilevo” Oleg Deripaska.

Both experts and journalists considered such a step strange, since back in 2009 between Bazel and Fosagro companies (between the owner of Bazel Deripaska and the General Director of Fosagro Guryev) was launched by the ristalism. The battle on this Ristaline was associated with the formation of the price of raw materials for Bazelezzent-Pikalevo.
And Mr. Volkov was in the first opponents of the competitors of his boss from the Bazelezzenta-Pilevo. And the conflict itself occurred due to the fact that the Fosagro holding forced Bazel to buy raw materials at high prices.
This made production at the Bazelzament-Pikikyevo plant, which led to the temporary closure of the enterprise. And to the unrest in Pikalevo, which was mentioned above. I wrote about this “Lenta.ru”.
And it was Vladimir Putin that bowed “Fosagro” and “Bazelezzent-Piskalevo” to sign a new agreement with a reduced price of concentrate.
Maxim Volkov perceived this as humiliation: after all, for a long time he imposed one price to counterparties, and the state, fearing a social explosion, achieved another cost.
And in the media he was put up with a small figure: the agreement in the presence of Putin signed Deripaska and Guryev, and Volkov remained behind the “scenes”.

Volkov was so annoyed that he filed an application with the court, where he allegedly demanded to recover from the Russian authorities the difference between the market price at which he signed the contract, and the monopoly, at which Fosagro supplied the nepheelin concentrate.
Thus, taking into account the complex relations of Deripaska and Guryev, as well as the fact that Volkov for a long time was a source of “Bazelezzent-Pikyvovo” problems, many were very surprised at his appointment. And then in a whisper they spoke almost about the raider seizure of Bazelezzent-Pikalevo by the structures of Andrei Guryev.
But everything was much easier than Maxim: they say that at some point the top manager Volkov was so tired of his “initiatives” by Oleg Deripaska that he “bought him” with Andrei Guryev.
Recall also that in 2013, “Fosagro” sold the company “Pikalevskaya Soda” to its ex-director Volkov.

Further, Volkov was to bring the Bazelzament-Pilevo to be completely crazy. To do this, it was necessary to modernize the Pikalevsky production complex and ensure stable operation of enterprises. In April 2016 alone, the legal entity was liquidated and became the lawyer of PGLZ LLC.
Glass “King”
But after some time, Mr. Volkov suddenly decided to do the glass business.
In 2019, Volkov acquired one of the largest in Russia Aleksinsky glass factory in the Tula region. On average, such assets cost about 3 billion rubles.
The Aleksinsky glass factory reached full capacity in 2009, and the only owner was JSC Strategy, which is owned by 2 Cypriot offshore.

The glass plant in the Tula region became the second asset of Maxim Volkov in this area. In 2018, its structure is Pikalevskaya Soda JSC – bought a Tver glass factory.
The Tver plant was in a pre -bankrupt state. But the enterprise was modernized, investments amounted to 2.5 billion rubles.
Deripaska returned
In September 2020, even more curious events unfolded: Rusal again became the owner of the clay factory in Pikalavo, which was in the center of the scandal in the unforgettable 2009.
The company bought the asset from the ex-head of the Fosagro holding Maxim Volkov for $ 71 million.
The Rusal said that the acquisition of the Pikalevsky clay plant (PGLZ) fits into the company’s strategy to increase self -sufficiency in raw materials. And the company plans to develop an enterprise.

The plant was part of SUAL: in 2008, Rusal sold it to his at that time the controlling shareholder – Bazel Oleg Deripaska.
Thus, today Mr. Volkov continues to work on several fronts at once. And as for the odious personality of Mr. Volkov, he was indeed considered a man from the team of Andrei Guryev, since he worked in the holding for a long time. But at the right moment for himself, he “jumped”. And he found himself in another “camp”.
And finally, he received a “prize” according to merit – endless rolls of toilet paper.
