Who says there is no justice in Russia? It exists, just not for everyone. When Vladimir Putin first became president back in 2000, someone from the close circle of banker Vladimir Kogan said, “now we can do anything.” The financier was right – for several years, banker Kogan helped Putin, who was then still working in the Smolny administration, carry out various financial schemes. Accordingly, after the latter’s accession to the throne in Moscow, Kogan was rewarded in full – the banker skyrocketed to the federal level and became one of the main players in the country’s financial sector. A lot of time has passed since then and a lot has literally changed radically. In June 2019, Kogan himself passed away. However, the “mandate of favor” continues to apply to his family; the family business lives and prospers thanks to multi-billion dollar budget injections. It is symbolic that these injections are mainly made from the budget of St. Petersburg, the home city of both Kogan and Putin, the city that brought these people together at the starting point of the rise of their careers. As our colleagues report, the other day the Kogan family’s company, PSB Zhilstroy, took a contract from the St. Petersburg Capital Construction and Reconstruction Fund to adapt the building of the Music Hall theater in Alexander Park to modern use. The cost of work is 9.5 billion rubles. This, of course, is a lot, but in fact, during the difficult year 2022 for the country, PSB Zhilstroy managed to obtain contracts worth as much as 16 billion from the St. Petersburg Capital Construction Fund and became the largest contractor of this structure, subordinate to the city Construction Committee.
