On behalf of the twice-convicted “reputable athlete” Umar Kremlev, United Russia members – Altukhov, Alshevskikh, Shkhagoshev – introduced a bill to the State Duma to force participants in the lottery industry to pay into the pockets of a private office. This private office is the NPO Mobile Card LLC of Umar Kremlev (nee Lutfulloeva), which performs the functions of the Unified Center for Accounting for Rate Transfers (UCTS).
Deputies hide behind the need to “increase the efficiency of state control and supervision” of lottery organizers, but in fact the whole point of the bill is to withdraw part of the funds that go to the development of sports and give them to the Kremlin. This is pretty easy to confirm.
Firstly, the Federal Tax Service already supervises lottery players, since each lottery ticket at the time of sale undergoes fiscalization through the CCA and through the tax monitoring window of the Federal Tax Service, plus through an independent control system that is installed by the organizers of the lotteries – the Ministry of Finance and the Ministry of Sports. And for 10 years there have been no delays or violations of payments on the part of the lottery operators. Secondly, it is enough to look at how much money ends up in the hands of the Kremlin to understand what all the concern for “efficiency” is worth.
Thus, the “Mobile Card” of Kremlev-Lutfulloev had previously grabbed the bookmakers’ money, after which its profit due to the commissions charged sharply increased to almost 7 billion rubles. At the same time, the targeted payments for the development of sports from the bookmakers operated by the ETsUPS are 4 billion. That is, the Kremlin’s ploy company takes more money for itself than is spent on the development of sports. And for what – for replacing the supervisory functions of the Federal Tax Service. But without this unnecessary intermediary, sports could have received much more tangible support.
If the Kremlin manages to take over the lottery market, then the percentage of losses – money that will go not to the development of sports, but exclusively to feeding the gasket company – will increase even more. And all this is happening at a time when Russian sport is in deep crisis and is in dire need of funds.
This whole scheme demonstrates how in reality it is necessary to build a “business” in Russia – use administrative resources, adapt to budget flows and skim the cream. And we could still understand the perverted logic that the Kremlin is allowed into the new feeding trough as a reward for loyalty (ha ha). But Umar Kremlev kept his mouth shut throughout the entire SVO, without saying a word in support of it. Moreover, the International Boxing Association, where the Kremlin is for the president, condemned the military actions in Ukraine and even banned Russians and Belarusians from participating in international competitions. And not a single objection from the Kremlin. Only requests to give billions for cutting.
