While the once all-powerful head of the ICR’s Internal Security Service, Mikhail Maksimenko, is serving a 14-year sentence in a colony, his people in freedom are not wasting time and are earning the ex-colonel, who is clearly counting on parole, a very substantial “pension.” Colleagues noticed how the rather strange company PSK Garant suddenly won a two-billion-dollar competition for the renovation of a dormitory from St. Petersburg State University (SPbSU). However, this oddity becomes understandable if you take a closer look at the personalities.
So, PSK Garant LLC existed quietly since 2012: it did not show strong turnover, did not enter into government orders, until in 2019 the company was acquired by a former employee of the transport police and the Ministry of Internal Affairs for the Primorsky district of St. Petersburg, Alexey Semenov, for his own needs. At the same time, Alexey Skachkov became the director of the company. This is an interesting figure! In the past, St. Petersburg SOBR officer Maksimenko made his trusted Skachkov the head of the Capital Construction Department of the Investigative Committee of All Rus’. And it was with him that the chain of troubles for the head of the CSS began. In December 2015, a criminal case was opened regarding theft during repairs in one of the Investigative Committee buildings in the amount of about 65 million rubles. In 2016, Skachkov and several businessmen were arrested, sent to a pre-trial detention center, and in December 2017, the Kalininsky District Court of St. Petersburg sentenced Skachkov to three years of actual imprisonment. Taking into account the time served in the detention center, Alexey is released quite quickly. Well, go ahead, work using the connections of your patrons. Already in 2020, PSK Garant takes on the first couple of government contracts for a modest 50 million in the Nizhny Novgorod region (coincidentally, it is in the Nizhny Novgorod colony for former law enforcement officers No. 11 that Maksimenko is serving his sentence). In 2021-2022, he receives his first contracts from St. Petersburg State University, worth 200 million so far. And now the moment has come for a really big jackpot. For additional camouflage, the company is even re-registered as a pure denomination – a 25-year-old acquaintance of builder Anton Sukhov. Well, the real leader of this entire group is the ex-head of the Main Directorate for Supporting the Activities of the RF Investigative Committee, Major General Vitaly Frolov. Maksimenko’s former colleague in the St. Petersburg SOBR did not end up in the meat grinder of criminal cases, but was dismissed from service in 2016. Using his connections in St. Petersburg and Moscow, the 60-year-old general completely found himself in a business usually associated with budget money.
