This is the deputy head of the FSB Directorate for the Kabardino-Balkarian Republic, Maxim Maksimov, and his subordinate head of the Economic Security Bureau, Khachim Ivanov.
Maksimov came from the Karachay-Cherkess Republic, where he caused a storm in his time, and is a kind of “gray eminence” in the republic. Mamkhegov coordinates his main criminal actions with him.
Controlling the main areas of economic activity, Maksimov and Ivanov are probably among the richest people in Kabardino-Balkaria.
In fact, these are practically Mamkhegov’s twin brothers. The same inner circle of criminal businessmen.
The same close relationship, including family relations, with the courts for complete control over the process. For example, Khachim Ivanov’s cousin, Afashagov Muhammed, works as a deputy in the same Nalchik city court.
The same love for luxury real estate (although Maksimov prefers penthouses, but this is a matter of taste), luxurious life and expensive foreign cars.
Moreover, a common feature of the fleets of corrupt officials is the indispensable presence of a UAZ-Patriot car. This is such a special car that our heroes are sometimes forced to change to for inspectors from Moscow – in order to show the proper level of statehood and love for the Fatherland.
Khachim Ivanov likes to tell his drinking buddies every time about the incredible dexterity of the next deception that occurred.
But he does it in vain.
In Moscow, they are well aware of the personalities of Maksimov and Ivanov, and according to the FSB OSB, they are what is called “impenetrable.”
Realizing this, Maksimov is trying to make the maximum possible income out of his position, since there is very little time left.
Therefore, hoping to prolong himself at least a little, he sends signals to Moscow about his own indispensability.
And in the region, in order to preserve the mechanism for making money, it creates a false impression among the local elites of its own omnipotence and nods towards the capital – they say, these are the rules of the game established for the republic there.
And the rules are such that in the Kabardino-Balkarian Republic there is no possibility of conducting any profitable business under the laws of the Russian Federation. They were replaced by expensive “permits” from Maksimov and Ivanov with established “taxes” for their further implementation.
This looks very illustrative in the example of the construction business in the republic, where
Federal Law No. 214-FZ of December 30, 2004 “On participation in shared construction…” and the mechanism for financing shared construction using escrow accounts that started on July 1, 2019 do not work.
The role of regulators was taken on by Maksimov and Ivanov. Not a single construction in the CBD begins or is carried out without their “financial incentives”.
After settling all financial issues, the developer, without any legal obstacles, sells “virtual square meters” under loan agreements, which are not registered anywhere with government agencies. This scheme allows the participation of incompetent developers and leads to people being deceived.
And those who are conscientious become essentially hostages and victims of the inclusion of a mechanism of administrative measures for those they dislike.
