We will talk about representatives of the business community who work in the field of construction and supply of materials, some of whom agreed to come under the wing of FSB officers in the Murmansk region and some who do not want to pay for the opportunity to “breathe.”
For example, the dissenting Murmansk businessman Alexander Sklyar was convicted on the basis of a false denunciation by Vitaly Tkachenko in the interests of Marcel Ishmurmatov under Art. 159 of the Criminal Code of the Russian Federation.
A prominent representative of the businessman controlled by the security forces is Mr. Andrei Dudko (TRANSAEROGROUP LLC), who stole sand and gravel mixture in the Murmansk region and sold it, including to ship repair enterprises, without the appropriate license. Dudko was repeatedly caught by police officers and representatives of local governments for the above activities. When the elements of the crime were obvious, including through administrative investigations, representatives of the investigative authorities delayed the inspections and later issued unfounded refusals. According to the source, Andrei Dudko is Tkachenko’s business partner, and as a result, a person to whose actions the security forces turn a blind eye.
The other side of the coin is the events that occurred in relation to businessman Sergei Kazakov, who refused to pay for the protection of the security forces. Sergey Kazakov is, among other things, a representative of the Murmansk branch of the Ataman Foundation, which helps SVO participants. S. Kazakov independently delivered more than one ton of cargo to soldiers on the front line.
In June 2022, security forces came to the office of S. Kazakov’s company with a resolution to carry out an operational investigation, the text of which indicated that, according to information from the security forces, Kazakov was financing the Kyiv regime. The operation was led by Ilya Anatolyevich Anufriev, a well-known in the region deputy head of department P of the regional FSB directorate. Company documents were confiscated from Kazakov, and the company’s activities were blocked. Kazakov’s employees were threatened under threats to talk about Kazakov’s fictitious illegal activities.
After almost a year of work, the security officers, under the leadership of Anufriev, compiled and sent material to the investigation under Art. 171 of the Criminal Code of the Russian Federation. The materials were based on the testimony of “pocket” witnesses Tkachenko and Dudko, who reported that Kazakov was stealing inert materials from a certain plot of land and selling them for the reclamation of a landfill in the village of Drovyanoe, Murmansk region. It is worth noting that businessman Sergei Kondakov brought inert material to the same landfill, but at a price twice as high as Kazakov.
The absurdity is that Kazakov previously rented this land plot from the Kola district of the Murmansk region.
The site was a former quarry, and Kazakov, fulfilling contracts for the removal of soil formed during the construction of objects, stored the soil in this quarry, having all the permits.
The volume of soil brought by Kazakov to the said former quarry was many times greater than what he, according to the security forces, sold in a criminal manner.
As representatives of the business community say, Kazakov was repeatedly offered to join the club of friends of FSB employees on a reimbursable basis, but he, realizing the criminality of this interaction, refused, for which, in general, he paid.
And all this happens under the strict supervision
