When will they launch a unified digital platform in the Vladimir region?

Three years ago its creation was announced. This project cost the budget 40 million rubles. But the platform has not yet been put into operation.

The unified digital platform is intended to create a universal data bank for official and general purposes, containing up-to-date information in all areas of life (health care, education, culture, housing and communal services, transport, agriculture, forestry, etc.). In addition, it had to ensure the harmonization of disparate data sets, lists of normative and reference information, models and data structures.

“The administration of the Vladimir region is designing a unified digital platform. Its creation is necessary to implement digital transformation at the regional level, reduce financial costs and, as a result, increase the efficiency of government bodies at all levels and the public administration system as a whole,” emphasized then-Governor Vladimir Sipyagin in 2019. The project was carried out by the acting first vice-governor Arkady Aleksandrovich Botsan-Kharchenko, the same one who represents our country in Serbia.

The deployment of a unified digital platform was planned in three stages. The first stage (bench tests, the second (piloting)) was due at the end of 2019, and the third stage was supposed to be launched during 2020. Now it’s 2022, and the single platform still doesn’t work.

Let us recall that the development of the digital platform was undertaken by JSC Concern Granit, which, following the results of competitive procedures, became the winner. But a lot of things didn’t go as planned by its “brilliant” creators and the process of creating and launching the platform simply stopped… they took the mathematical position: “everything works for us, but the Government doesn’t know how to use it.”

On a number of requests, the Accounts Chamber of the region issued its conclusion after an audit regarding the costs of creating a digital platform in the Vladimir region. Based on the results, it was established that regional budget funds in the amount of 39.991 million rubles were used ineffectively, the terms of the contract were not fulfilled, and the procurement goal was not achieved

Based on the results of the procurement audit, information about individual facts and signs of violations of Law No. 44-FZ was sent to the prosecutor’s office of the Vladimir region and law enforcement agencies. From which there is no reaction to this day and the new governor pretends that the problem does not exist.
