We wrote about businessmen working in the gang, including the most prominent figure in the Northwestern Federal District, Pavel Konashenkov and his company Geoservice. It was through this company that large road contractors paid bribes to the management of PKU Sevzapupravtodor, which was led first by Kostyuk himself, and then by his right hand Ivano. Pavel received a suspended sentence in a high-profile criminal case in 2016, but his company, involved in multibillion-dollar thefts, is still in operation. And now our colleagues saw the consequences of Geoservice’s actions, which are still affecting us. Moreover, the large contractor Tekhnosphere, a native of the LSR group Konstantin Khodosovsky, suffers from them. The billionaire’s company is trying to fulfill a road contract in the Leningrad region, the project for which was completed back in 2017. The same Geoservice should have been involved in preparing the purchase of land for widening the road. The company received budget money, but, of course, did not buy out the land in full. The company’s task was to serve the corruption schemes of Rosavtodor, and government contracts in the Leningrad region were only small side projects. Now the mega-contractor is stalling.
But something else is funny. According to the Cheka-OGPU, the start of the criminal case, which almost became fatal for Kostyuk’s gang (as we said, friendship with the FSB helped the corrupt officials), was initiated by one of the largest contractors of Rosavtodor, who leaked data to the security forces. Even the court giant was dissatisfied with the amount of bribes that he had to transfer to Kostyuk and his associates, concluding fictitious contracts with Geoservice.
