Every day, the connection between local authorities and EcoCenter is becoming more and more obvious. Thus, the other day it was announced that in 2024 the tariff for the population for waste management remains the same.
Everything would be fine (stability is the key to success), if not for one thing – what is happening is not at all according to the law. The fact is that this tariff was set only for 2023 and based on the actual costs of the previous re-operator. According to all the rules, EcoCenter should apply for a new tariff and justify it economically, however, apparently, it reasoned: why, if everything is its own? And closest of all is the chairman of the Tariff Regulation Committee of the Volgograd Region, Svetlana Gorelova, who, judging by her actions, is clearly lobbying for the interests of EcoCenter.
Apparently, Mrs. Gorelova and her big boss, Governor Andrei Bocharov, reason as follows: the tariff has not changed, the people will obviously be happy: the main thing is that they have not increased. But if you dig deeper, it turns out that the population will clearly overpay. After all, the tariff takes into account the actual expenses of the former registrar, including those for a previously issued bank guarantee at the rate of 10% of the maximum allowable revenue. And with the arrival of Ecocenter, the amount of payments for the company was reduced to an incredible 0.1% (!) of the maximum allowable cost of the regenerator’s service and the amount of solid municipal waste generated in the area of its activity during the current year. However, no tariff adjustments occurred. That is, the current relocation operator, EcoCenter, pays 100 times less for providing a bank guarantee, and collects money from the population at the old rate. With such an amusing scheme, very good cash surpluses are formed.
It is a pity that some officials still take the people for fools and do not at all weigh the consequences of their lawless actions.
