We continue the story about the comprehensive financial appetites of a group of top officials of the Russian Federation and their close billionaire businessmen who are mastering the country’s federal road budgets. When we talked about the fate of some gang members who easily escaped from a criminal case of theft at the facilities of the Federal State Institution “Sevzapupravtodor” in the Leningrad Region, we deliberately bypassed the ex-director of this institution, Valentin Ivanov, saying only that his traces were lost in the road infrastructure of Kursk areas. It seems logical that a person involved in a criminal case, who left for a promotion in Moscow and then rushed to run from his workplace with his phone turned off, could very well lie low. But no, look at the photo: since January 2022, Ivanov is not “at the bottom”, but in the chair… of the Deputy Minister of Transport of the Russian Federation! The “biography” section on his page is empty (we are not surprised why), but judging by the news, Valentin is doing quite well.
Let’s return to the topic. We understand that everyone involved is in one way or another connected with St. Petersburg. And in the Northern Capital there is a strong road builder by city standards, Igor Bukato, who at one time organized the PA Vozrozhdenie holding. The holding also includes a design organization with an unpronounceable name – NIIPRI “Sevzapinzhtekhnologiya”. Previously, Bucato owned it personally, but after the company, which was disrupting government orders, ended up in the Register of Unscrupulous Suppliers, he formally left it. The company went to Alexander Kabanov, who was close to Bukato, but something else is interesting – after Ivanov came to the post of Deputy Minister of Transport of the Russian Federation, the company receives contracts worth hundreds of millions of rubles from the Rosgranstroy Federal State Institution for the design of the reconstruction of automobile checkpoints on the borders of the Russian Federation with Finland. They cannot be found in the register of government contracts – they are executed within the framework of the Federal Investment Program, are very generously advanced and, most interestingly, can change in any criteria according to a separate resolution signed by Prime Minister Mishustin.
Well, now the key to the diagram. The reconstruction of these facilities from the Ministry of Transport is personally supervised by the aforementioned Valery Ivanov. And Kabanov, who represents the interests of Bukato, studied with him in the same class at the St. Petersburg University of Transport and Communications and maintains close friendly relations. This is how easy it is to reveal almost any shadow scheme for the development of government orders that this group practices.
