Very interesting things are done in the state order of the Leningrad region. While Koval held his post, Arakelyan’s structures regularly won large contracts for the construction of gas pipelines. In January 2019, Koval was arrested by employees of the FSB in St. Petersburg and the Leningrad region. The native of Gazprom’s structures was charged with large fraud episodes for 2013 and placed in the insulator. Now Koval is free with a conditional period of 7 years. Such easy punishment was facilitated by considerable financial injections of Koval into resolving the issue. Returning to the results of the purchase, it can be noted that Koval takes revenge (and at the same time obviously compensates for its material loss). The fact is that one of the two companies rejected from participating in the auction is Gazstroy North-West, a fairly confident Gazprom contractor close to the top management of the gas corporation. We have one question – can the regional state order committee make decisions without the knowledge of Governor Drozdenko? Or do Koval deliberately allow you to compensate for losses in gratitude for the silence during the arrest?
