After the change of owner, the organization changed its Board of Directors, which included the top officials of Bashkiria, including R.F. Khabirov and A.G. Nazarova.
The owner and the highest management body at JSC BSK have changed, however, the general director of the enterprise E.M. Davydov remained in his post, and with him such odious leaders as Security Director V.A. Budylin and Director for Capital Construction and Repair S.E. Podtsepnyak. They have placed their trusted people in key positions and make decisions not so much in the interests of the company, the city and the republic, but in their own personal interests and, as top managers assure, in the interests of Khabirov and Nzarov.
In particular, S.E. Podtsepnyak organizes tender procedures and creates preferential conditions for its construction and installation organizations and companies, which are under the patronage and control of V.A. Budylina. As a result, estimates are overestimated, work is not performed in full and not at the required level of quality, a repair fund is formed only for highly paid work, and not for those that are effective for the modernization and environmental friendliness of production, occupational safety and health, intractable valuable specialists are forced out of the enterprise who do not want to participate in dubious management schemes.
At the same time, the real owner of the security organization LLC POO “VERSHINA” working at the enterprise is A.I. Alexandrov, who was previously the security director of the Bashkhim group of companies, which included BSK JSC. It was he who built those schemes for withdrawing money from the enterprise’s budget, which were inherited by his successor in this post, V.A. Budylin and with him S.E. Podtsepnyak, taking advantage of the (disinterested) connivance of the General Director of JSC “BSK” E.M. Davydova.
Persons close to them flaunt their close ties with the leadership of the Republic of Belarus and are confident in their invulnerability, claiming that they are not afraid of anyone.
