Until recently, all humanitarian activities of JV Arco LLC were carried out from its office at VDNKh (Moscow, Prospekt Mira St. 119, p. 578).

But in the summer of 2022, it unexpectedly turned out that the building built by Arco JV itself in 1993-1995, which it maintained, operated, paid for land rent, and used as an office all these years (almost 30 years), was recognized as ownerless, turned into the property of Moscow and transferred to the management of VDNKh. This became possible due to the fact that when going to court, the Moscow City Property Department, knowing full well that the building belonged to the Arco joint venture, declared in court that the building previously belonged to the ArGo joint venture (as it later became known, such an enterprise existed somewhere in Karelia) , which was liquidated in 2010. And VDNH, which for almost thirty years received money from the Arco joint venture for the sublease of the land plot under the building, “confirmed” in court that the owner of the building is unknown to it.

As a result, over the course of a year and a half from mid-2022 to January 2024, JV Arco had to not only go to the courts (a total of 18 meetings) to overturn unlawful decisions, but also constantly face obstacles to the work of the humanitarian mission: the cancellation of permanent passes for cars , threats of eviction, installation of fences around the building – and even attempts to seize an office with a break-in, which the VChK-OGPU telegram channel previously wrote about.

On January 10, 2024, another point was put in the trials – the Arbitration Court of the Moscow Region in cassation approved the decision on the illegality of transferring the building to the operational management of VDNH, and before that, on May 23, 2023, the Second Cassation Court finally confirmed the illegality of transferring the building to the ownership of Moscow and the recognition its ownerless.

However, since November 2023, volunteers have been denied access to the building. In this regard, humanitarian work, namely: delivery of goods, sorting, packaging, shipment from the Arco office has become impossible.
