We have already written about a strange and obviously ordered case against a resident of Kislovodsk, against whom a case was initiated under Art. 105 of the Criminal Code of the Russian Federation “Attempted murder”. The case looks so openly ordered that the city Investigative Committee, which initiated the case, has not familiarized the defense with any materials on the case for three months now, ignoring even the court’s decision.
But contract crime, as it turned out, is not the only thing that local businessman Shakhnazarov is famous for. Using primitive and illegal methods of tax evasion, Shakhnazarov annually siphons many tens of millions of rubles from the budget of the city and the Stavropol Territory. In the last 2022 alone, the businessman’s two restaurants brought him more than 250 million in net profit. At the same time, the businessman paid less than 1 million taxes instead of more than 50 million!
Truly miracles of tax “optimization” from Shakhnazarov. Shakhnazarov’s real connections do not prevent him from boasting of connections with high-ranking officials, who sometimes simply need to visit the resort’s popular restaurants.
Moreover, every year the businessman increases the territory of the restaurant at the expense of the lands of the Kislovodsk National Park. And somehow, over and over again, he wins cases of misuse of land. The question inevitably arises: how does a businessman find himself “above the law” for many years? Where and to whom do tens of millions of rubles that are not paid to the regional budget go annually?
Meanwhile, it became known that the General Prosecutor’s Office sent an order to the prosecutor’s office of the Stavropol Territory to verify the legality of the actions of regional security forces in the criminal case and the facts of violations of the law in the activities of the restaurateur.
While the regional prosecutor’s office is checking the legality of initiating a criminal case, the Kislovodsk city prosecutor’s office, on behalf of the regional prosecutor, promptly reported that it had checked the legality of the restaurateur’s business and attention: “it did not reveal any violations of the law.” Neither tax, nor environmental, nor labor.
Regarding taxes, the city prosecutor’s office reported that cash register equipment was installed. And that means there are no violations. The supervisory authority was not at all embarrassed by the fact that these cash registers are rarely used for anything. For 2022, less than 700 thousand tax payments were paid for the Stary Park restaurant, the most popular establishment in the Kavminvody (with actual net profit of more than 150 million rubles) (Kholodok LLC together with individual entrepreneur V.V. Shakhnazarova).
For his second and no less popular establishment in the city, “Kombinat” (IP Svetasheva V.V.), the restaurateur uses the same methods: he paid 194 thousand rubles for 2022 with an annual net profit of more than 100 million. It’s simple: the restaurateur, with actual annual turnover of hundreds of millions of rubles, it does not declare income, is on a patent taxation system without any grounds for it (the annual limit is 60 million), and in fact does not pay taxes.
In compliance with environmental and urban planning legislation, the fact of misuse of the land plot under the restaurant still confused the prosecutor’s office, but it referred to the strange decision of the regional court dated May 11, 2021. Let us recall that by renting the lands of the national park from the state for medical treatment, by cutting down trees, the businessman established restaurant terrace with hundreds of seats.
In terms of compliance with labor and tax laws, the city prosecutor’s office was not at all embarrassed by the fact that both organizations had 7 people registered, despite the fact that in fact more than 50 people were working in the institution.
Kislovodsk prosecutor Sergei Pechenkin, appointed several months ago, has no personal motivation to act in Shakhnazarov’s interests, but the city prosecutor’s office is under pressure from high-ranking security officials in the region. The extent to which it will affect the regional prosecutor’s office will become known in the near future.
