According to the Cheka-OGPU, in 2024, the competition documentation for the implementation of the national project “Safe and High-Quality Highways” was prepared for a single major player, since its conditions exclude the participation of small and medium-sized businesses.
According to the posted tenders for road repairs, the relevant department excluded from the documentation the threshold values for the admission of organizations with experience in the field of road construction. Now, in order to win the competition, large companies simply do not need to give a price proposal below the maximum contract price, and smaller businesses need to show a drop of 60% of the contract value in order to fully participate in the competition.
I wonder whose initiative this is? The relevant deputy chairman of the Ulyanovsk region, the Minister of Transport, the director of the Department of Highways, or an order “from above” is a big question. Although the fearlessness and courage of Ulyanovsk officials is amazing and they continue to implement two-way schemes, despite the regular detention of members of the regional Government by security forces.
The governor of the Ulyanovsk region, Alexey Russkikh, behaves in this situation in his characteristic manner – “I don’t see, I don’t hear, I don’t know.” Although it is obvious that the beneficiary of the upcoming deal may unexpectedly turn out to be a person close to the family of the Russian governor.
It would seem that a large player comes to the Ulyanovsk region and takes away volumes, while smaller businesses work as subcontractors. But this scheme completely excludes cost savings of hundreds of millions of rubles, for which the region could additionally build several tens of kilometers of roads.
