But the Murmansk customs conducted a desk audit and came to the conclusion that there was not repairs, but modernization. This was the basis for the additional charges of customs payments.

The key fact in the dispute was that the installation of a ballast water cleaning system is standard for such a vessel. But the customs insisted that the company “BF Tanker” illegally moved the ship, did not pay customs payments. And accrued BF Tanker LLC Customs payments.

And the St. Petersburg Customs subsequently set a notification of unpaid duties.

BF Tanker LLC appealed a notification in court: installation is not a modernization, as the customs counted, but the repair, originally specified in the declaration. And the St. Petersburg arbitration sided with the company and recognized as invalid the decision to pay more than 288 million rubles of customs payments.

These vessels are needed by BF Tanker LLC to serve the contract with Lukoil for the transportation of oil products, therefore, the BF Tanker shipping company entered into contracts for the construction of oil vessels with the Krasnoye Sormovo plant (2 vessels) and the Okska Shipyle (5 tankers).

That’s just that it seems that Dmitry Olesky could not stand the test of the sea: in 2018, he left the post of General Director of BF Tanker LLC. And, apparently, he searched for himself for a long time, found a few months ago: he became the founder of Shaka Coffee, the authorized capital – 500 thousand rubles, but reliability – low.

Mr. Olera left the chair of the Deputy Minister of Transport and went freely. And he began to grab everything that is “bad” lies …

Calmar over “Red Sormovo”

And, surprisingly, after some time, Viktor Olera decided to “undress” the Krasnoye Sormovo shipbuilding plant, with which the contract was signed several years ago.

And one day, the ship “Paula Maria”, which belongs to the company “Paula Raiz” broke. The company began to demand compensation from the Krasnoye Sormovo plant, where they built a ship, and the cause of the breakdown was in a poor -quality screw column, which was placed from Germany. The factory insisted that there was no fault of the plant, but the company “Paula Raiz” demanded compensation for damage. “Paul Maria” was made by order of GTLK, therefore, was in leasing, and all repairs should have been lying on the “floor of the RAZ”.

And the ship, like the company, could be related to the “water empire” of Viktor Olera.

And he did not want to fork out.

Finding the interests of Olera in the company is not difficult, because one of the owners is Viti Kalmara, Richat Bagautdinov, a longtime partner.

He is also the general director of the cruise company “Water Room”, the possession of which is attributed to the same Vita Kalmaru.

A company that has state contracts for more than 90 million rubles belongs to the Cyprus offshore Volga-Baltik Kruiz Lines Limited. Given considerable income – revenue of 4.1 billion rubles, profit of 40 million rubles and assets for 1.6 billion rubles, it must be assumed that some taxes can be sent to the harbor of Cyprus.

And we recall that it was the work in the Ministry of Transport at one time that allowed Ole to get huge success in business, as well as state -controls.

At one time, he could greatly help the united shipbuilding corporation and the general director (at that time) Alexei Rakhmanov. Due to the sanctions, they urgently needed a buyer for the Finnish shipyard Arctech Helsinki Shipyard.

Almost immediately after the deputy minister left the post, it turned out that the shipyard was transferred to the ownership of the cruise operator Algador Holdings Ltd, whose owners the owners of the “Nevsky shipyard” were called. And the beneficiary of the “Nevsky SSZ” could be Oler himself.

Until 2019, the offshore was owned by the offshore Algador Holdings Limited, behind which Rishat Bagautdinov was hiding. Even earlier, among the owners of the Nevsky SSZ was the offshore Capstans Holding Limited (Cyprus), which could also be associated with Mr. Oler.
