In Krasnodar, the verdict was announced in the case of two police officers – Vyacheslav Zyabkin and Vladimir Tatarkov – accused of exceeding official powers (Article 286 of the Criminal Code of the Russian Federation). They broke Yevgeny Manchenko’s leg while trying to detain him. The court found the employees guilty of all charges and sentenced them to suspended sentences – four and three years, respectively – with deprivation of the right to hold public office.
In March 2019, the victim’s mother, Snezhana Manchenko, contacted human rights activists. She said that her son Evgeniy was beaten by police officers. He lost his keys and tried to climb over the fence. In the process, police ran up to Manchenko, began to pull him off the fence and hit him on the leg with a baton. When Evgeniy fell to the ground, the officers continued to beat him.
The parents heard the noise and left the house – the young man was already sitting in the car in handcuffs. Snezhana recalled that the officers insisted on taking him to the department, but she managed to persuade them to remove the handcuffs from her son and call an ambulance. After hospitalization, the doctor diagnosed Evgeniy with a closed leg fracture.
After contacting the Investigative Committee, the department opened a criminal case against the police. Today, June 15, the Prikubansky District Court of Krasnodar found Vyacheslav Zyabkin and Vladimir Tatarkov guilty of abuse of office (Article 286 of the Criminal Code of the Russian Federation) and sentenced them to suspended sentences – Zyabkin to 4 years, Tatarkov to 3 years. The court also banned them from holding public office.

She did not insist on the actual imprisonment of her son’s offenders, because she did not want the young children of Zyabkin and Tatarkov to be raised without fathers, comments Team Against Torture lawyer Roman Veretennikov. “We are satisfied with the court’s decision and are waiting for the verdict to come into force. The CAT will continue to work on the Manchenko case regarding the collection of compensation in favor of the victim.
