We continue to talk about the corruption octopus of St. Petersburg, which has mastered billions of budget rubles under the cover of werewolves from the leadership of the Investigative Committee. Recently, colleagues discovered that the company of the former head of the Capital Construction Department of the Investigative Committee of the Russian Federation, Alexei Skachkov, suddenly won a two-billion-dollar competition for the renovation of a dormitory from St. Petersburg State University (SPbSU). The Cheka-OGPU clarified that Skachkov was promoted to this respectable position by his patron, the former head of the Sledkom’s CSS Mikhail Maksimenko, now sentenced for corruption to 14 years of real life. Skachkov himself was arrested in 2016, even before Maksimenko’s arrest, in 2017 he received 3 years in prison, was released on parole and continues to cut government money, with the support of Maksimenko’s right hand – the former head of the Main Directorate for Supporting the Activities of the RF Investigative Committee, Major General Vitaly Frolov, who survived a series of arrests of high-ranking investigators. The time has come to introduce readers to another member of this gang of thieves – Sergei Zhitkovich. He was the real head of a large enterprise – LLC GC Comfort Construction Technologies (GC STK), which at the time of bankruptcy liquidation at the end of 2021 had government orders worth 2.2 billion rubles. The company was owned by Skachkov since 2011, and when Maksimenko pulled him to work in the insurance company, the share passed to Skachkov’s wife Yulia. By 2017, Zhitkovich emerged from the shadows and officially headed this company. GC STK worked very boldly. For example, having concluded a contract for the construction of the 2nd stage of the training and laboratory building of the St. Petersburg Voenmech for 381 million rubles, Zhitkovich immediately cashed out and stole 90 million. However, times were no longer the same, reliable patrons were no longer in power – Maksimenko had been in a pre-trial detention center for a year, Frolov was fired from the Investigative Committee. A criminal case is opened regarding the theft of funds, Zhitkovich was arrested, and during a search of his house they found a combat pistol and a hundred rounds of ammunition… As a result, Themis again showed enviable favor – Zhitkovich received three years of probation, albeit with a fine in favor of Voenmekh of 116 million rubles. The further fate of Zhitkovich is not known, but it cannot be ruled out that Sergei continues to work together on the basis of developing government orders with his old partner Skachkov. His experience is enormous and varied – it is worth noting that another bankrupt company of Zhitkovich, GazAvtomatika LLC, also received contracts from PJSC FGC UES and Lenenergo for more than 2 billion.
