Our story about the unnatural war of part of the local elite against construction in Chita in just 8 months of school hit the nail on the head – the ghouls, for whom filling their personal purses are more important than investments, children and the future of the region, could not restrain themselves.
They used pressure on the state inspectorate of the region, a sudden inspection of the school by the prosecutor’s office – two days before the New Year! The telegram unleashed persecution not only of the investor company, but also of Governor Alexander Osipov. Among the “revelations” there are even alleged connections between the investor and the leadership of the Russian Security Council.
As promised, we introduce you to the heroes who are behind the opposition to the modernization of the region.
Alexey Koshelev.
In the 90s he worked in the financial department of the Trans-Baikal Railway, from where he joined the regional government. Since the late 00s, he became a deputy, and in 2013 he even tried to become a governor – he was almost nominated by the Civic Platform of the oligarch Prokhorov.
In August of the same year, a large-scale scam was revealed: Koshelev’s subordinates from the Small Business Support Fund of the Trans-Baikal Territory bought and resold cars from their own homes using budget money, profiting from each transaction. And only a small part was affected – Koshelev oversaw the entire financial block. But the local Investigative Committee hushed up the criminal case. It’s clear – Koshelev surfaced with a promotion and became deputy head of the Social Insurance Fund of Russia, where he was responsible for procurement. This is where it turned around! At that moment I lost my fear so much that in writing I forced all regional branches of the FSS to buy prosthetics from a single company, although there are more than a thousand such manufacturers in Russia. The FAS had to cancel the colossal purchase, and Koshelev left on his own – he returned to Chita, becoming deputy chairman of the construction complex. And away we go – overt lobbying of projects and contractors, elevated to a principle. For example, Vartan Khachaturyan’s Zvezda LLC received a lot from officials without bidding. They wanted to give the construction of kindergartens in Chita to Khachaturyan, but in the end they will be done under concession by an investor with a good reputation. And “Zvezda” is a prominent company – the drama theater was finally completed, it was shown to Putin. A year and a half late, really.
And about the school’s investor, Koshelev immediately said: “investors are not needed here,” “we will build the school ourselves,” and even “it would be better if this subsidy (targeted money from the federal budget) did not exist, there would be no problems.” But it was built, against all odds.
The idea of gasifying Chita is also not attractive to him – he is in favor of electric (!) heating.
The result of Koshelev’s work in the Cabinet of Ministers: resignation after fakap. “Our” builders missed the deadline for constructing housing for flood victims, and this was the promise of the region under Putin’s control.
