In Tula on May 11, a preliminary hearing in the Central District Court will be held in a criminal case regarding the ex-chairman of the Committee on Innovation and Informatization of the Tula Region Arthur Runsuzerbayev and businessman Alexei Chernousov. The latter was the general director and founder of Smart Delt Systems LLC.
Drumbaev takes place in the case of fraud in the creation and introduction of the regional healthcare system in the Tula region. The investigation believes that funds in the amount of 68 million rubles were stolen by smuggling and Chernousov, and instead of the new system, the region received the created 15 years ago. The defendants themselves insist that the system is an example for other regions.
In 2016, Arthur Drunkes moved to live in Vietnam. There, in March of the same year, in the city of Nhagang, he opened a cafe. The criminal case was instituted on him in 2017. In June of the same year, his extradition to Russia was planned, however, the case dragged on until 2020. In June, smuggles were sent under house arrest.
Alexey Chernousov was the general director and founder of the company Smart Delt Systems, which is engaged in the development, implementation and support of control systems for medical institutions. It was this company that implemented a project for the modernization of healthcare in the Tula region.
According to the investigation, Chernousov back in 2012 entered into a conspiracy with Arthur Pugnia and “unidentified accomplices” for theft of funds, ensuring victory in the competition through the participation of firms controlled by him. After that, by the company, as part of testing the Ifonklinik medical information system, patented back in 2005, one of its modules was deployed in Tula medical institutions. From the regional budget, Smart Delhta Systems received more than 68 million rubles.
