Today we were at Matrosskaya Tishina, investigating the death of a prisoner. He died in terrible agony from terminal cancer. He didn’t live just a few days before his 55th birthday. On the eve of his death, the medical commission (consisting of four doctors) of the City Clinical Oncology Hospital No. 1 recognized that he did not have a disease that would prevent him from being detained. No, this is not some kind of mistake. The decisions of State Committee for Occupational Safety and Health No. 1 were re-read many times in the pre-trial detention center. In the conclusion there is information about the last stage, and about the fact that the prisoner requires hospice care. That is, the civilian doctors essentially said: he is dying and the days are counting, but he can be kept in custody… he can. How so? And then another prisoner (he was refused three times) showed us an interesting certificate signed by the senior investigator for especially important cases of the Main Investigative Directorate of the Investigative Committee. In a nutshell: this is an order from the Ministry of Internal Affairs to carry out a set of operational investigative measures to collect information about illegal actions to change the preventive measure, including during a medical examination. There is a response from the police, which says that the order has been accepted and work is underway. Which doctor, seeing such a document, will release him? Perhaps it is the appearance of such certificates that can explain the fact that in 2022, out of hundreds of seriously ill prisoners, only… three were released. This, I think, explains the arrests of those who were initially in custody during the arrest. very poor condition (link to the whole story here).
